WASHINGTON — A navigational error appears to have caused two small Navy boats to stray into Iranian waters, an incident that led to Iran’s brief detention of 10 sailors, Defense Secretary Ashton Carter said Thursday.

“They obviously had mis-navigated,” Carter said in an interview with Fusion network. “That’s how they believe they ended up in this circumstance.”
