The Mystery of the White House’s 3rd Most Frequent Visitor

Who is James C. Hoff, and why did he visit the White House over 400 times in two years? Inquiring minds want to know.

Who visits the White House? Who has been ringing the bell at 1600 Pennsylvania Avenue since President Obama took up residence? Who has been there the most? Cue conspiracy music.

Although it reserves the right to hold back the names of any visitor for national security or privacy concerns, the White House has released some 5.1 million records dating back to September 2009. InsideGov.com took the time to comb those records to find the 25 people in those records who have visited the White House the most.

Not surprising, most are government officials who had or have some role to play in Obamacare, Medicare or — cue more conspiracy music — the IRS. Number one on the list is Jason A. Levitis, a senior advisor to the Treasury Department. He showed up at the White House 456 times. Number two is Marilyn B. Tavenner, who visited 421 times. She ended up taking the fall for the Obamacare website disaster.

However, the number three name on the list has InsideGov vexed. The name given is James C. Hoff. He has visited the White House 411 times, almost all of them in 2011-2012. That’s almost once every other work day. Yet InsideGov has no idea who he is. His position is listed as “unknown.” “Interestingly,” they say, “the person who visited the White House the third-most is someone we couldn’t find any information on.”

TheBlaze also jumped on the mysterious James C. Hoff, saying he is “apparently shrouded in mystery.”

Indeed, Google searches turn up no clues. Is it an alias for some nefarious schemer working to help execute Obama’s plans to radically “transform” America? A secret ‘czar’? A member of the Muslim Brotherhood? A misspelling of Teamster’s boss James Hoffa — either the living one or the missing one? Who is it whose presence at the White House was so important it was required at the Executive Mansion multiple times a week over a two year period?

The answer turns out to be simple, and this Valentine’s week, most appropriate.

If InsideGov and TheBlaze had looked at the visitor log entrees for James C. Hoff they would have noticed who he was coming to see:

So a James C. Hoff was meeting a Joanne Hoff. Phone records point to a J Hoff, age 45-49 living at the same address as a Joanne C. Hoff, also age 45-49, in Kensington, MD.

At the time, Joanne Cianci Hoff was a Senior Adviser to the Office of Management and Budget’s Deputy Associate Director for National Security. Interestingly, her job was to “advise NSD staff on analytical and technical aspects of budget formulation and execution, including continuing appropriations, lapses in appropriation and sequestration.” (emphasis mine.) Remember, in 2011, the Republicans had taken over the House of Representatives and initiated a series of budget fights with Obama. There was the persistent threat of a government shutdown. Naturally, this would mean long hours for Hoff. According to the logs, James would usually show up after 6 p.m., and stay about a half-an-hour.

So our best guess solution to the mystery of the mysterious visitor: A husband stopping by to see his busy wife. Call it a Valentine’s week mystery … solved.
