Hamas’s War on Aid in Gaza

By Amine Ayoub Published on July 24, 2025

The unfolding crisis in Gaza is a tragedy, undeniable in its human cost. Yet a crucial dimension often overlooked in the rush for headlines is the deliberate and systematic obstruction of humanitarian aid by Hamas, the very entity that initiated this devastating conflict.

While Israel is frequently blamed for the challenges in delivering aid, a closer examination reveals Hamas’s calculated actions that not only divert vital resources but actively endanger civilians and aid workers, transforming a dire situation into a catastrophic disaster of their own making.

Creating the Problem, Then Exacerbating It

The notion of a “human-made disaster” in Gaza extends directly to Hamas’s cynical strategy of embedding itself within civilian infrastructure and population centers. This is not a mere byproduct of conflict; it is a calculated tactic designed to maximize civilian casualties for propaganda and create a shield for their military operations.

Hospitals like Al-Shifa, schools, and mosques are not just near Hamas tunnels, they are used to conceal them, often serving as command centers or weapons depots. Aid workers attempting to deliver vital supplies operate in a warzone made exponentially more perilous by Hamas’s deliberate decision to use its own people as human shields. When aid is distributed, the security risk to civilians is dramatically heightened by Hamas’s presence and its propensity to operate from within densely populated civilian areas, inviting return fire that then endangers those seeking help.

Beyond general claims of aid diversion, a pattern of deliberate interference emerges. Reports from the Gaza Humanitarian Foundation (GHF), an initiative backed by the US and secured by Israel, detail Hamas operatives’ direct threats and attacks against their aid workers. The GHF has specifically accused Hamas of placing bounties on both American security personnel and Palestinian aid workers, offering cash rewards for their injury or death. In one horrific incident, 10 local GHF staff members were reportedly murdered by Hamas while on their way to a distribution site.

These are not merely random acts of violence; they are calculated attempts by Hamas to undermine any aid mechanism that bypasses their control, ensuring that they remain the sole arbiters of survival for the Gazan population. This desperate struggle for control transforms aid from a neutral lifeline into a political weapon in Hamas’s arsenal.

Long History

Hamas has a documented history of transforming civilian goods into instruments of war, a practice that directly contributes to the scarcity and suffering in Gaza. Construction materials like cement and steel, intended for rebuilding homes and schools, have been systematically diverted to construct an extensive, deep network of terror tunnels, estimated to be around 500 kilometers long, equipped with rails and communication lines. Even medical supplies, such as oxygen tanks sent for Gazan hospitals, have been repurposed for these underground fortifications. Sewer pipes are pulled from the ground to make rockets, and fiberglass meant for fishing boats is redirected to their arms industry.

The tragic conditions at aid distribution sites, leading to stampedes and mass casualties, are a direct consequence of Hamas’s strategy. By rejecting ceasefire proposals that could allow for sustained, systematic aid delivery and by actively manipulating the desperate crowds, Hamas creates an environment where civilians are forced to risk their lives for basic sustenance. Their refusal to release hostages, their continued rocket fire, and their strategy of prolonging the conflict all contribute to the instability that makes safe and efficient aid distribution nearly impossible. The narrative that attributes all suffering solely to one party ignores the critical role Hamas plays in perpetuating the crisis and jeopardizing every effort to alleviate it.

The psychological scars on Gazan civilians are profound, and Hamas bears a heavy responsibility. By systematically advising civilians to ignore Israeli evacuation orders, by embedding fighters and weaponry among them, and by creating a constant state of insecurity, Hamas intentionally places its own people in harm’s way. This strategy, aimed at maximizing civilian casualties for propaganda purposes, ensures that a generation grows up traumatized, not just by conflict, but by the leaders who deliberately weaponize their very lives and intentionally inflict suffering.

While international calls for increased aid and a lasting ceasefire are critical, they must be accompanied by an unwavering condemnation of Hamas’s role in obstructing humanitarian efforts and exploiting its own population. The truth of aid in Gaza is that it is not merely hindered by war, but actively undermined by a terrorist organization that prioritizes its ideological war above the wellbeing of the very people it claims to represent. To genuinely address the humanitarian catastrophe, the world must confront Hamas’s destructive control and enable a path where aid can reach civilians unmolested, and without becoming another casualty of their war on Israel.
