Belgian Police Arrest Two Linked to Thwarted Holiday Terror Plot

BRUSSELS — Belgian authorities said Tuesday they had potentially broken up a plan for attacks during the holiday period, holding two people on terrorism charges and seizing military-style clothing and Islamic State propaganda.

The move comes as Belgian authorities have stepped up terror investigations following the Nov. 13 Paris terror attacks. While federal prosecutors said they didn’t see any links between those investigations and Tuesday’s arrests, they were continuing to investigate.

Few details were released, but prosecutors said there was a serious indication of a planned terror attack at several prominent locations in Brussels. The likely targets, according to a person briefed on the investigation, were police and military personnel patrolling downtown Brussels.

The prosecutors’ office said it didn’t have information about a specific date, but the suspects planned to commit the attacks during the Christmas or New Year’s holiday period.

Prosecutors said police detained six people in a series of police raids Sunday and Monday in Brussels, Liege and the Flanders region of Belgium. Of the six, two people were held on terrorism charges, police said.

No guns or explosives were found in the raids, but prosecutors said that they seized computer hardware, clothing and Islamic State propaganda.

The two under arrest were charged with participating in a terrorist group. One person, described as having a leadership role, was also charged with recruiting people to commit terrorism, prosecutors said.

While the investigations in Brussels following the November attacks led to canceled sporting and cultural events and a lockdown that affected a broad swath of the city, officials didn’t move to raise the overall terror alert or cancel New Year’s Eve festivities in the wake of the latest arrests.

Belgium’s Crisis Center advised police stations across Brussels to be on heightened alert.

Brussels will still go ahead with its New Year’s Eve celebrations, which will include a fireworks display, a sound and light show and a DJ, said a spokeswoman for the capital. But as part of additional security measures, eventgoers will only be able to access the site from a few entry points.

Several of the Paris attackers were from Brussels, including Salah Abdeslam — now subject to an international manhunt. Belgian authorities locked down Brussels for four days following the Paris attacks, worried about a follow-up attack.
